Applications deadline is Thursday, September 5, 2024 by 11:59pm EST

Funding Amount and Availability
The NC-504 estimated Annual Renewal Demand (ARD) is: $2,612,817. Additional funding will be available for an estimated DV Bonus of $533,695, for an estimated CoC Bonus of $426,956, and for an estimated annual CoC Planning grant of $177,898. HUD has not certified the exact funding available for the FY 2024 Competition currently. e-Snaps is open for project applications and the portal can be accessed at https://esnaps.hud.gov/.
Project applications must be submitted via email by 11:59pm on Thursday, September 5, 2024 to be considered for this grant cycle.
New projects may be funded through reallocation of renewal projects or the CoC Bonus for these eligible activities:
- Permanent Housing – Permanent Supportive Housing
- Permanent Housing – Rapid Rehousing
- Transitional Housing
- Joint Transitional Housing/Rapid Rehousing
- Supportive Services Only – Coordinated Entry
- Homeless Management Information System (Dedicated HMIS project for the costs at 24 CFR 578.37(a)(4) that may only be carried out by the HMIS Lead)
New projects may also be funded through a Domestic Violence Bonus specific to services for homeless survivors of domestic violence, dating violence, sexual assault, or stalking for these eligible activities:
- Permanent Housing – Rapid Rehousing
- Joint Transitional Housing/Rapid Rehousing
- Supportive Services Only – Coordinated Entry (one application only)

The Guilford County CoC Collaborative Applicant Team is requesting responses for the NC-504 FY 24-25 Consolidated NOFO Application from all community partner agencies serving people experiencing homelessness. Please email the responses to infoCoC@guilfordcountync.gov no later than Friday, September 27, 2024 by 2:00pm.
(Please be sure to include 1. agency name, 2. population served, and 3. question(s) number you are answering with your response.) Thank you in advance for your partnership and collaboration!
1.CoC’s Strategy to Solicit/Consider Opinions on Preventing and Ending Homelessness:
- Describe how your agency solicited and considered opinions from a broad array of organizations and individuals that have knowledge of homelessness or an interest in preventing and ending homelessness.
- Describe how your agency communicated information during public meetings or other forums your CoC uses to solicit public information.
- Described how your agency ensured effective communication and access for persons with disabilities, including the availability of accessible electronic formats.
- Describe how your agency took into consideration information gathered in public meetings or forums to address improvements or new approaches to preventing and ending homelessness.
2. Experience Promoting Racial Equity
- Describe how your agency's experience in effectively addressing the needs of underserved communities, particularly Black and Brown communities, who are substantially overrepresented in the homeless population.
3. Anti-Discrimination Policy–Updating Policies–Assisting Providers–Evaluating Compliance–Addressing Noncompliance
- Describe how your agency regularly collaborates with LGBTQ+ and other organizations to update its CoC-wide anti-discrimination policy, as necessary to ensure all housing and services provided in the CoC are trauma-informed and able to meet the needs of LGBTQ+ individuals and families;
- Describe how your agency assisted housing and services providers in developing project-level anti- discrimination policies that are consistent with the CoC-wide anti-discrimination policy;
- Describe how your agency process for evaluating compliance with your CoC’s anti-discrimination policies; and
- Describe your agency process for addressing noncompliance with your CoC’s anti-discrimination
