The Clerk to the Board, which is duly sworn into public office, serves as the direct link between the citizens and their government. The Clerk to Board is appointed by the Board of Commissioners and serves at the pleasure of the Board. The Clerk to Board attends all Board meetings of the Board of County Commissioners and its committees and records official actions, acts as custodian of all legal documents pertaining to the county and prepares a permanent record of meetings for future use, prepares and advertises notices of hearings and other issues as required by law, administers oaths of office, keeps track and coordinates board appointments to their advisory boards, and attests all contracts, deeds, bonds, and other legal documents.
The Clerk to Board and staff are responsible for responding to requests from the general public, news media, and county employees for information and or services.

Minutes dating back to 2006 are available on the County website. If you need minutes from a meeting prior to 2006 or need assistance in locating a specific Board action you can contact the Clerk’s Office at 336-641-4893 and we will be happy to assist you in locating the minutes. The Clerk’s Office will be able to provide you the minutes electronically at no charge most of the time. If you request a hard copy of the minutes there will be a nominal charge depending on the volume of the request.

The Clerk’s Office is the custodian of the official records for the Board and houses the minute books dating back to 1868. If you wish to view the minute books, please contact the Clerk’s Office to make an appointment. To ensure preservation, the books are not permitted to be taken out of the Clerk’s Office.
The meetings are televised live on Channel 13 in the City of Greensboro and other areas of the county and on Channel 8 in the City of High Point. The meetings are replayed on Greensboro’s Channel 13 on Fridays after the meeting at 10 a.m. and 6 p.m., Saturdays at 7 p.m., and Sundays at 1 p.m. At this time the meetings are not replayed on Channel 8.
Residents can also view the meetings live via web streaming through the county website. Archives of videos from previous meetings dating back to 2006 are available on the website as well.
At the beginning of each regular meeting the Board allows for Speakers from the Floor. During that portion of the agenda, each speaker is permitted to address the Board for a maximum of three minutes. Each Speakers from the Floor session is limited to 30 minutes unless extended by the Chairman. If you are interested in speaking from the floor, we suggest you arrive 15 minutes prior to the start of the meeting and sign in with the security officer at the meeting room entrance. Speakers will be given a number designating their place in line for Speakers from the Floor. Residents may also address the Board during public hearings. The Chairman of the Board will denote the format of the public hearing when opening the public hearing. In general, public hearings allow proponents of the item to address the Board for 20 minutes and the opponents to address the Board for 20 minutes. Each side will then be permitted a three minute rebuttal. Quasi-judicial public hearings follow a different format and do not have specified time limits. Residents offering testimony in those hearings will be sworn in by the Clerk to the Board at the beginning of the public hearing.

The Clerk to the Board of County Commissioners prepares agendas for Board meetings and notifies Commissioners, appropriate county staff, news media, and other interested parties of dates and times of Board meetings to ensure compliance with state Open Meetings Law. The Clerk attends Board meetings, committee meetings, and work sessions, and composes a full and accurate account of all actions taken. The Clerk indexes and prepares minutes as the historical account for public inspection. The Office is also responsible for advertising for public hearings and other actions as required by state law.
The Clerk to the Board is officially responsible for the county seal and certifies legal documents on behalf of the county. The Office also manages the records for all volunteer Boards and Commissions appointments and administers and files the oath of office for members appointed to various advisory boards.
In Guilford County, the Clerk is also responsible for issuing Fireworks Permits on behalf of the County Manager.
All matters pertaining to District and Superior Court such as court payments or estates and wills are handled by the Clerk of Court’s Office at 336-412-7300.
