Health Risk and Assessment
The Health Risk and Assessment team provides regulatory oversight in Guilford County for both state and local environmental programs and implements the Department of Waste Management's Underground Storage Tank (UST) program in Guilford County. The program includes both the leak detection compliance inspection program under the Permits and Inspection Branch and the incident management program under the Corrective Action Branch.
The team also implements the Aquifer Protection Section program in Guilford County that includes the assessment and remediation of soil and groundwater contamination resulting from sources other than USTs to include above ground storage tanks (ASTs) and emergency response to oil and hazardous chemical spills in Guilford County.
Soil and Groundwater Contamination Notice
Numerous soil and groundwater contamination sites have been identified throughout Guilford County. If your development plans include the use of groundwater as a drinking water source, the Guilford County Division of Public Health strongly recommends that appropriate soil and water tests be performed, and found free of contamination. Please hire an appropriate, licensed professional to perform this service as we do not provide soil and water testing. Groundwater/Spill (Non UST)
Our UST Program enforces the North Carolina Administrative Code Title 15A Subchapters 2L and North Carolina Oil Pollution and Hazardous Substances Control Act. This program oversees the assessment and remediation of soil and groundwater contamination resulting from sources other than USTs to include above ground storage tanks (ASTs) and oil and hazardous chemical spills in Guilford County.
The risk-based rules for petroleum USTs do not apply to those sites under the jurisdiction of Aquifer Protection Section. Gross contaminant levels (GCLs) for petroleum UST will not apply. The cleanup standards for contaminants at these sites are 2L standards. There is no State Trust Fund to help the assessment and cleanup for these sites.
The Spill Response Program protects the public health through a remediation program geared to the immediate containment and clean-up of petroleum, chemical, medical, and biological contaminants spilled or released into the environment as a result of transportation accidents, industrial releases, and sewage overflows. This program enforces federal, state and local laws, rules, and regulations relative to emergency spill response and groundwater/surface water protection. The responsible parties for the spills are required to notify the Fire Department and Health Department for emergency response.
