The Lees Chapel Residential Recovery Center in Greensboro is part of the county's overarching strategy to provide support, treatment, and resources to people engaging in recovery services by increasing access to mid- and long-term residential recovery services for the entire community. The center is located on 1411 Lees Chapel Road, Greensboro, NC 27405.
What Will be Provided at the Site
The site will provide:
- Residential recovery services for adults with a variety of substance use concerns in a structured, 24/7 group living environment.
- Therapeutic intervention, physical/mental health education, vocational training, and individual services.
- Medication Assisted Treatment (MAT) induction and ongoing MAT for individuals who want to continue their treatment during their time in the residential program.
How the Site Will Function
The site will function as follows:
- People will be referred to the program and screened before admission for eligibility.
- Registered sex offenders will not be served at this site.
- All program participants will be there voluntarily.
- There will be a zero-tolerance policy for anyone unable or unwilling to participate willingly and without continued substance use.
- All programming will take place during normal business hours. Any other traffic will be limited to approved leave or employment.

On Feb. 6, 2025, the Board of Commissioners unanimously approved an amendment of a design-build contract Guaranteed Maximum Price (GMP) Change Order with Blum Construction of $4,572,724 for the Lees Chapel Residential Treatment Center project. Blum successfully completed the design and bid processes required to establish the GMP. The work involves regulatory renovations to accommodate the facility’s needs for treating substance use disorder. Planned improvements include a new standby generator, roof replacement, new windows, updated lighting, new flooring, HVAC system, interior paint, and space reconfiguration to support the treatment center’s operational needs.
In addition to the GMP, the Board of Commissioners’ approval also includes for the county to supply items needed for the facility, such as IT support and furniture. Combined, the center’s total renovation cost is set for $5,451,014. The project is funded using a combination of opioid settlement funds. The renovation of the facility is scheduled to begin with demolition and construction activities in February continuing through September with the goal of completing the center by the end of 2025.
On Thursday, Sept. 5, 2024, the Board of County Commissioners authorized staff to moved forward into the final phase of design for the facility, Construction Document (CD) development. The board provided guidance on the final scope of work for the project to include all code and regulation essential items as well as other scope items that would improve the efficiency of the facility, reduce ongoing maintenance costs, ensure power back up for emergencies, and improve the quality of the resident experience at the facility. CDs are expected to be completed by early November, after which Blum will issue bid packages for subcontractors before coming back to the board for approval of a Guaranteed Max Price (GMP) contract in 2025.
On Thursday, March 21, 2024, the Board of County Commissioners approved in substantial form the award of a Design-Build Contract to the Blum Construction team in the amount of $437,090 for the design fee and long-lead time item purchases. The Guaranteed Maximum Price to complete the upfit will be developed by Blum and brought back to the board for approval at a later date. The approval follows a bidding process that was reviewed by a team of county staff from Behavioral Health, Risk Management, MWBE, Facilities, and Purchasing. The Board also approved the use of opioid settlement funds for the cost of renovation for the Lees Chapel Residential Recovery Center.
Through Feb. 8, 2024, the county will accept submissions for a Request For Qualifications (RFQ) from qualified design-build vendors to provide upfits to the existing facility. Firms must submit an RFQ by Thursday, Feb. 8 for consideration through the Guilford County E-Procurement website.
