About

The federal American Rescue Plan Act (ARPA) allocated $1.9 trillion to COVID-19 relief and economic recovery, including $1.3 billion set aside for North Carolina cities and towns. Guilford County’s allocation is $104 million in emergency funding. Funds must be obligated by end of 2024 and spent by the end of 2026.

How Funds Can Be Spent

The funds may be used in a variety of ways to reduce the impact of the pandemic, including to assist households, small businesses, and nonprofits; offset County revenue losses caused by the pandemic; aid impacted industries, such as tourism, travel, and hospitality; or make necessary investments in water, sewer, or broadband infrastructure. They cannot be spent on a tax rate reduction or to delay a tax increase.

About the ARPA Funding Application Process

Guilford County is accepting ideas for near- and long-term projects or programs from any municipal corporation or other public body, bodies politic and corporate of the State of North Carolina, as well as local and nonprofit organizations whose principal place of business is in Guilford County.

Award Contracts/Sub-awards

Guilford County intends to review awards on a case-by-case basis. If awarded, the contract term will vary depending on project.

*A virtual workshop will be held via Zoom on Tuesday, February 22, 2022 at 4 p.m. to 5:30 p.m. This workshop is optional. During the workshop, staff will provide information about the RFI and answer questions from participants. All questions and responses from the session will be posted afterwards, and a recording of the session will be published. 

Submission Assistance Office Hours

County staff are available to provide submission assistance on the following days via Zoom. The link will be posted on the morning of each office hour date.

  • Tuesday, March 1 – 8-10 a.m.
