Requesting Absentee by Mail Ballot:

All registered voters in North Carolina may request an absentee ballot for the 2024 election cycle. Currently requests may be submitted through the:

NC State Board of Elections Absentee Ballot Request Portal

Outside of the absentee request portal, by-mail civilian absentee ballot requests must be submitted on the 2024 North Carolina State Absentee Ballot Request Form. All previous versions of the NC State Absentee Ballot Request Form are obsolete. When completed, this form must be signed by the voter, a near relative, legal guardian, or person the voter asks to help due to disability.

Important Information for 2024 Election Cycle: 

  • Whether completed through the portal or by paper form, North Carolina state absentee ballot requests are specific to only one individual election date. Please verify that any request submitted has the correct box selected beside the ONE election date before completing and submitting.
  • Once available, NC State Absentee Ballot Request forms may not be submitted by fax or email, unless a voter has military or overseas status. Please contact our Absentee Department at 336-641-6876 if any questions.

  • Absentee by Mail Ballot
    Any registered North Carolina voter can request a mail-in absentee ballot. This type of absentee voting allows a voter, near relative, or legal guardian to request that an absentee ballot be sent to the voter by mail. The voter may vote the ballot and return it to the county board of elections by the ballot return deadline.
  • Military and Overseas Citizens
    Absent uniformed services members (and their eligible dependents) and U.S. Citizens living outside of the United States may request an absentee ballot under the Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA). This federal act and its corresponding law in this state allows uniformed service members and overseas citizens who are absent from their county of residence in North Carolina to request, receive, and return an absentee ballot under special rights.
