In compliance with HUD guidance and regulations for operating a Continuum of Care (24 CFR 578) the following Written Standards and Policies have been adopted by Guilford Continuum of Care.
- Guilford County CoC Written Standards (approved October 2024)
The Continuum of Care (CoC) is responsible for coordinating and implementing a system to meet the needs of the population and subpopulations experiencing homelessness within a given geographic area, which for the NC-504 CoC includes the following geographic areas: Guilford County, including the Cities of Greensboro and High Point.
Both the Emergency Solutions Grant (ESG) Program Interim Rule and the Continuum of Care (CoC) Program Interim Rule state that the CoC, in consultation with recipients and sub-recipients of Emergency Solutions Grants (ESG) Program funds within the geographic area, are responsible to:
- Establish and consistently follow written standards for providing Continuum of Care assistance,
- Establish performance targets appropriate for population and program type, and
- Monitor recipient and sub-recipient performance. All programs that receive ESG, City of Greensboro or CoC funding are required to abide by these written standards.
Agency program procedure should reflect the policies and procedures described in this document. The CoC strongly encourages homeless programs that do not receive these funding sources to accept and utilize these written standards.
- Coordinated Entry Policies and Procedures – The Coordinated Entry Policies and Procedures were approved by the CoC membership on August 21, 2024.
- HMIS Policies and Procedures- The HMIS Policies and Procedures were approved by the CoC Membership on August 8, 2024.
This Written Standard also contains the CoC’s Chronic Homelessness Prioritization as described in HUD Notice CPD-16-11: Prioritizing Persons Experiencing Chronic Homelessness and Other Vulnerable Homeless Persons in Permanent Supportive Housing. This document also includes ESG Prioritization Policies and Procedures as well as Emergency Shelter Practices.
