Our UST Program enforces “North Carolina Administrative Code Title 15A Subchapters 2L and North Carolina Oil Pollution and Hazardous Substances Control Act”. This program oversees the assessment and remediation of soil and groundwater contamination resulting from sources other than USTs to include above ground storage tanks (ASTs) and oil and hazardous chemical spills in Guilford County.

The risk-based rules for petroleum USTs do not apply to those sites under the jurisdiction of Aquifer Protection Section. Gross contaminant levels (GCLs) for petroleum UST will not apply.  The cleanup standards for contaminants at these sites are 2L standards.  There is no State Trust Fund to help the assessment and cleanup for these sites.

The Spill Response Program protects the public health through a remediation program geared to the immediate containment and clean-up of petroleum, chemical, medical, and biological contaminants spilled or released into the environment as a result of transportation accidents, industrial releases, and sewage overflows. This Program enforces Federal, State and Local laws, rules and regulations relative to emergency spill response and groundwater/surface water protection.  The responsible parties for the spills are required to notify the Fire Department and Health Department for emergency response.
