Individuals may register to vote, make changes to voter registration or obtain a mail-in registration form at the following locations in Guilford County:

• Board of Elections Office – 301 W Market St, Room 115, Greensboro or 325 E Russell Avenue, High Point (forms are available in Spanish)
• North Carolina Division of Motor Vehicles (in person or on-line)
  • In person/when there on DMV business
  • Online when requesting to renew or update existing North Carolina drivers license or ID information (DMV transaction fees apply)
  • Online when requesting only voter registration services (no charge, no changes made to existing drivers license or identification)
• Public agencies

In addition, mail-in registration forms can be found at any Greensboro or High Point public libraries, or download the English N.C. Voter Registration Application (PDF) or the Spanish N.C. Voter Registration Application (PDF) to register to vote or to update name, address, or party affiliation..

The form may be submitted by facsimile transmission, as long as a permanent copy of the completed, signed form is delivered to the county board no later than 20 days before the election.

First time voter registration applicants in Guilford County should provide NC driver license or non-operator's identification number in Section 3 of the Voter Registration Application. If applicant does not have NC driver license or ID card, then provide the last four digits of the social security number. If applicant is first time registration request in Guilford County and does not provide NC driver license, NC DMV ID card, or a social security number, then applicant must attach a copy of a current utility bill, bank statement, government check, paycheck, or other government document showing name and address matching to the Voter Registration Application. Applicants that do not provide either requested information in Section 3 of application or the additional documentation requested will be required to show proof of identification and residence the first time they appear to vote.

• If mailed, the registration form must be postmarked at least 25 days prior to the election
• If hand-delivered or faxed, the registration form must be received no later than 5:00 p.m. on the 25th day prior to the election

Party affiliation determines the primary in which a voter is eligible to vote. In North Carolina, individuals may register with any one of the following party affiliation choices: Democratic Party, Green Party, Libertarian Party, Republican Party, or Unaffiliated (No Party). If an individual does not declare a party on their Voter Registration Application, they will be registered as Unaffiliated (No Party).

Voters affiliated with any political party may vote the ballot of candidates for their party only. For example, a registered Republican may vote the Republican primary ballot only. Some recognized political parties in North Carolina may not have primary ballots.

Unaffiliated voters may choose to vote any one political party's ballot or a nonpartisan ballot (if available). A voter cannot vote in more than one party's primary.

Yes, if you:

• Have moved within Guilford County since you registered in the county (it is a violation of state law to return to your old precinct and vote if you have moved more than 30 days)
• Have changed your name
• Want to change your party affiliation

You may change your address, name or party by filling out the back of your voter information card and returning it to the elections office or filling out a mail-in registration form. This information must be received by registration deadlines for elections. Also, report of a change of address within Guilford County may be submitted by facsimile transmission, so long as a permanent copy of the completed and signed form is delivered to the elections office no later than 20 days before the election.

These methods apply to new voter registration activity as well as updating information for a current registered voter record.

If you are registered to vote in Guilford County and moved within the county but did not submit an address change by the registration deadline, on election day go to the new precinct assignment based on your new address. Wait for the precinct official to complete the address change process including verifying your existing Guilford County registration information as well as confirming the new address in our system. This does not apply if your current voter registration is outside of Guilford County. To avoid this procedure, change your address by the registration deadline.

These apply to new voter registration activity as well as current voter registration updates.

Once a person is convicted of a felony, they lose the right to vote in North Carolina until they have completed their sentence. This includes completing any aspect of their sentences in prison or jail, as well as any period of probation, post-release supervision, or parole associated with a felony sentence.  

Once their period of supervision is over, a person convicted of a felony automatically regains the right to vote. They must still register to vote, even if they were previously registered to vote prior to being convicted of a felony.

Note: When you are convicted of a misdemeanor in North Carolina, you do not lose your right to vote, even if you are incarcerated.

If the voter registration is in Guilford County, a Cancellation of Voter Registration form may be completed & signed by the voter. Note: this form can only be completed by the voter.  

If the voter registration is in Guilford County, A Notification of Deceased Voter form can be completed and signed by a surviving near relative (child or stepchild, estate representative, grandchild, grandparent, legal guardian, mother/father/daughter/or son-in-law, parent or stepparent, sibling, spouse).
